Acquisition Innovation

Acquisition policy is an overarching topic for ACT-IAC.  Our activities focus on innovation of the acquisition process to deliver technology solutions. 

Some of the activities within ACT-IAC include:

  • An Acquisition Community of Interest that serves as a knowledge network of government acquisition professionals, contractors, academics, and others who share information and experience about acquisition challenges, developing and piloting innovative solutions, and disseminating best practices.
  • Myth-Buster programs to clarify policy
  • DOD 809 Working Group provided suggestions to DOD on acquisition improvements
  • Accelerating IT Modernization Through Acquisition Innovation Initiative

Current and Upcoming Projects and events

  • The ACT-IAC Institute for Innovation, in coordination with the Acquisition and IT Management and Modernization Communities of Interest (COIs), is conducting a project to speed the adoption of innovative acquisition practices in support of the goals in the President’s Management Agenda (PMA).  The initiative is sponsored by OMB’s Office of Federal Procurement Policy and led by Tim Cooke. In 2019, the project created the "Periodic Table of Acquisition Elements" - a platform to capture best practices across the acquisition lifecycle. Efforts in the coming year will focus on maturing the platform, enhancing its content, and promoting its adoption and use.

DHS Procurement Innovation Lab Fiscal Year 2019 Yearbook: Coaching Innovation

Summary description: The yearbook highlights how procurement teams across DHS, supported by Acquisition Innovation Advocates and PIL coaches, are building on procurement innovation successes and finding new ways to efficiently deliver effective solutions for to fulfill the DHS mission of protecting our homeland. The publication includes new innovations such as Discovery and Experience via Questions, new tools such as the Periodic Table of Acquisition Innovation Elements, and successful strategies from procurement teams completing a PIL project in Fiscal Year 2019.

Acquisition Innovation Project Case Study

Summary description: Government executives identified streamlining federal acquisition processes as essential to achieve the IT Modernization goal in the President’s Management Agenda. In response, ACT-IAC’s Institute for Innovation launched a project with guidance provided by OMB’s Office of Federal Procurement Policy. A team of government and industry volunteers interviewed government acquisition professionals to collect examples of innovative acquisition practices, designed a web platform, and populated it with the information collected.

Report of the Advisory Panel on Streamlining and Codifying Acquisition Regulations, Volume 3, DoD 809 Panel

Publication of Volume 3 of the Final Report marks the culmination of more than 2 years of stakeholder engagement and research aimed at streamlining DoD’s acquisition process. In the Supplement to the Section 809 Panel Interim Report, published in May 2017, the panel affirmed that meeting the agency mission should be the primary goal of DoD acquisition.

Acquisition Transformation Guide V.2

Half of the federal government mission is met through acquisition. The opportunity to benefit from transformational thinking will benefit all agencies, industry, and especially the taxpayer.  This guide encapsulates transformational acquisition best practices. The framework provided in this guide brings a multi-disciplinary, collaborative, and holistic approach to getting better mission outcomes at a fair price through acquisitions.
