Congress, with the support of the Government Accountability Office (GAO), created the FITARA Scorecard to gauge agency progress towards deployment of a modern, digital infrastructure implementing the requirements of the seminal Federal IT Acquisition Reform Act (FITARA) by tracking agency progress towards improved IT management and modernization. The FITARA Scorecard has been the subject of numerous Congressional hearings seeking to hold agencies to account in their journey towards IT modernization of their unclassified systems environment.
