Join the Acquisition COI member meeting for a session entitled "Synchronized Success: Unlocking Mutual Benefits for Government and Contractors through Enhanced Federal Agency Forecasts."
During this session we will delve into the symbiotic relationship between federal agencies and contractors, emphasizing how improved agency forecasting can yield significant benefits for both parties. The conversation will center on the mutual advantages gained from heightened transparency, planning, and communication facilitated by precise and timely federal acquisition forecasts. We will hear from two agencies that will share their practice, lessons learned and challenges in attempting to create meaningful forecast for their agency. Attendees will engage with the ways in which these forecasts drive government efficiency, support industry readiness, and foster a competitive but fair market environment that ultimately serves the public interest.

ABOUT THE PANELISTS
Michael (Mike) Hamlett serves as the Industry Liaison for U.S. Citizenship, and Immigration Services (USCIS), as a member of USCIS Office of Contracting, Department of Homeland Security (DHS) located at Camp Springs, MD.
Mike joined USCIS in August 2008, first serving as a contractor, providing acquisition related support to senior leadership, and then transitioning to a federal employee in December 2009 supporting USCIS acquisition workforce with acquisition planning support, procurement training and serving as coordinator for vendor engagements.
Additionally, Mike is the USCIS’ Acquisition Planning Forecast System (APFS) Component Administrator, providing users training; developing initiatives and best practices to foster enhanced information exchanges between government and industry; and providing recommendations to HQ for system enhancements.
In 2018, Mike created and continued to host USCIS’ quarterly conference calls with Industry, where the two regularly engage on procurement related information and topics.
Rich Vinnacombe is the Deputy Director of the Office of Small and Disadvantaged Business Utilization (OSDBU) for the U.S. Department of State. In this capacity, he leads a team that champions U.S. small business interests across the Department’s $11B acquisition portfolio while supporting the Department’s mission of protecting U.S. interests abroad and implementing foreign policy initiatives.
During his tenure, the Department has consistently received an ‘A” scorecard from the Small Business Administration (SBA) and increased small business participation by nearly $1.2B annually. For his efforts, Rich is a recipient of the Department’s Meritorious Honor and Franklin awards.
Mr. Vinnacombe has over sixteen years of service in the Federal Government. Prior to the Department of State, Rich served in a Senior Service (SL) position as the first Human Capital Category Executive at the Office of Personnel Management (OPM) with responsibility for overseeing the Federal Government’s $5B annual human capital and training contract spend.
Before joining the Federal government, Rich worked for ten years in private industry in several information technology, consulting, business development and operations roles where he had profit and loss responsibility and led major projects to launch new business lines and improve organizational performance.
He holds a Bachelor of Science degree in Electrical Engineering and Biochemistry from Bucknell University and joint MBA/MA in International Business from The George Washington University and attended Executive Education programs at Harvard University and the Federal Executive Institute.
