Operational Use of Non-Terrestrial Networks

Overview
Many federal agencies, science, research and education institutions, state and tribal communities have network connectivity requirements in regions where terrestrial based network services are not available, are available with very low capacity, or are offered with unacceptable deployment timelines. Additionally, these entities may have mobile operations or require rapid deployment of network communications that is not traditionally supported through terrestrial network services.

Project Information
The project will examine and assess through various use cases, if non terrestrial network transport can solely be used for government, science, research and education, state and tribal communities. There are many government use cases completed or underway where non-terrestrial networks are being leveraged for primary or sole connectivity. The approach will be to define use cases, create a standard set of data to be collected, and publish findings.

Specific technologies evaluated will include:

  • Commercial cellular 4G/5G (fixed and mobile)
  • Low Earth Orbit (LEO) Satellite
  • Microwave

There are many use cases completed or underway where non terrestrial networks are being leveraged for primary or sole connectivity. The approach will be to define use cases, (NOAA Ships, NOAA Alaska Projects, DOE ESNET projects, Tribal projects, other agencies) define a standard set of data to be collected (use case name, use case scope, use case location, use case network service used, service pros, cons and overall performance, operational use conclusion) collect and publish findings.

Deliverables

  • A panel presentation from principles on use cases and experience.
  • A playbook/guidance document documenting case studies, technical deployments, use cases, statistics and outcomes.
