
Charles W. James III is a Supervisory Small Business Specialist, at the Office of Small and Disadvantaged Business Utilization (OSDBU) within the U.S. General Services Administration (GSA). He falls within the East Division overseeing the Small Business Zone 2 Area, which includes Region 1 Boston, Region 2 New York, and Region 3 Philadelphia.
Charles has over twenty three (23) years of government service beginning his acquisition career with the Department of Defense (DOD) Naval Sea Systems Command (NAVSEA) and the last ten (10) years still serving as a subject matter expert in procurement, managing and supervising contracting officers, contracting specialists, and procurement analysts with the goal of executing major acquisitions in support of meeting the agency’s mission. In 2023, Charles joined the dynamic GSA OSDBU team to make a difference with the mission of supporting small and disadvantaged businesses in maximizing contracting opportunities.
Charles holds a Bachelor of Science in Business Management (BS), and a Master of Business Administration (MBA). He maintains a DAWIA Level III certification in contracting, is Lean Six Sigma certified and a member of Toastmasters International, National Contract Management Association (NCMA) and a 2017 graduate of the GSA Public Buildings Service (PBS) Regional Administrator’s sponsored LEAD (Leaders Emerging and Developing) Program.
