This report examines how federal contracts can be strengthened to serve as a frontline defense against cyber threats. Drawing on public and private sector standards—such as NIST, FAR, DFARS, and Carnegie Mellon’s Acquisition Security Framework—this paper outlines key provisions to ensure secure software development, safeguard data transfers, enforce accountability through breach clauses, and promote compliance with federal cybersecurity standards.
