Shared Services Transition Leadership Guide, Training and Tools for Federal Employees

 

Background:  The use of shared services within the Federal government is growing rapidly, bringing increased quality, greater customer satisfaction, and in many cases, cost savings.  Rapid change can sometimes result in existing Federal employees being negatively impacted by the transition to a shared service.  It is critical that the Federal government address this need, and this COI plans to develop a leadership guide and highlight best practices for training and tools that could be used during these transitions.  The COI will leverage the expertise of the Office of Personnel Management (OPM), specifically its HR Line of Business, due to its expertise in human resource management, and work with the ACT-IAC Evolving the Workforce COI.

Develop a leadership guide, and highlight best practices in training and tools, during migration to a shared service provider

Project Approach

  1. Determine COI collaboration with Evolving the Workforce COI
  2. Reach out to OPM regarding sponsoring the project
  3. Conduct independent research on best practices for leadership, training and tools in an environment undergoing a transition to a shared services provider
  4. Interview officials of three to four government agencies and one or two private companies that have recently undergone a transition to a shared service to ascertain best practices. Starting point will be the Department of Veterans Affairs, the Interior Business Center (IBC), and OPM’s HRS consulting service center.
  5. Identify the best practices in leadership, training and tools and offer a set of recommendations to employ them, including preparing a leadership guide.

Anticipated Outcomes

Produce a well-researched leadership guide and identify best practices for training and tools to guide future government agencies working with Federal government employees affected by transition to a shared services provider.
