The Trump Administration is actively pursuing acquisition of an enterprise HR IT and data platform, and seeking to leverage commercial solutions to transform key functions such as strategic recruiting, onboarding, and performance management. The guidance and timeline for this effort was recently presented in the OMB memo issued on December 10, 2025 entitled "Creating "Federal HR 2.0" by Consolidating Core Human Capital Management Across the Federal Government." In support of this initiative, OMB and OPM "will evaluate HR IT systems covering the remaining parts of the Federal employee lifecycle to improve service performance and quality, enhance customer satisfaction, and reduce costs.” Through the HR Quality Services Management Office, OMB and OPM will explore market-based solutions to deliver standardized HR IT capabilities that “provide high quality service offerings that are responsive and adaptable to agency business needs."
Overall Project Objective and Mission: Provide input to OMB, OPM, and agency leaders on commercially-available HR IT solutions to support the implementation of this guidance.. This inventory will facilitate and accelerate future decisions about vendors and products to evaluate and acquire. This project will identify and evaluate the landscape of potential solutions, with particular focus on interoperability and integration capabilities; and develop a market matrix to provide key information to facilitate government decision-making.
Project Deliverables and Workstreams:
- Market Research: an inventory of commercial solutions to support HR functions that fall outside of the scope of the HR 2.0 government-wide platform
- Interoperability and Integration considerations: information and recommendations on how the Core HCM system will integrate with other Federal HR IT systems (such as payroll, benefits, talent acquisition, performance management, and retirement).
Membership
Project membership will include both government and industry participants under the ACT-IAC framework. Members should have experience or expertise relevant to Federal HR management systems including payroll, benefits, talent acquisition, etc. We also welcome Federal workforce leaders who are users of these core HR management systems.
