Migrating to a New Unique Identifier: How to Create and Move to a Government-wide Unique Identifier

The Digital Accountability and Transparency Act (DATA) Act of 2014 calls for the adoption of a data standard that is “a widely accepted, nonproprietary, searchable, platform-independent computer-readable format” to report federal contract, loan and grant spending information by federal programs.

This paper offers an approach for migrating to a new unique identifier, in response to a fictitious new standard and requirement to change the unique identifier from a number to an alphanumeric character string code.
