Summary:
GSA is determining how to address the cloud marketplace within the Federal government. Different departments have different needs as they move to the cloud. GSA would like to determine the best way they can support their Federal customers. This also means they need industry input regarding the impact that their decisions will have on cloud services providers. The subcommittee will address questions such as:

This document, a result of efforts by the ACT-IAC Acquisition COI, Acquisition Transformation Project was presented to the Advisory Panel on Streamlining and Codifying Acquisition Regulations NDAA 2016 – Section 809, September 20, 2016.
The goals of the Acquisition Transformation Project are to transform federal acquisition to be more effective and efficient and to provide a place for stakeholders to engage and effectuate this transformation.
Three pilot projects designed to test the transformation model have started: GSA Public Building Service (PBS), FEMA Flood Insurance Management Agency (FIMA), and Treasury Program Review. The purpose of these pilot projects is to enhance the Transformation Guide.

The ACT-IAC Alliant 2 Committee has developed a consensus view related to the number of awards GSA intends to make on the upcoming Alliant 2 Unrestricted procurement. It is our position that the current standard of 40 awards is insufficient to satisfy key government priorities related to the vehicle and the jointly held goals for competition, throughput, and growth.
Increasing the number of awardees will greatly increase the likelihood that the outcomes both industry and GSA seek are realized. Therefore, we recommend GSA increase the number of awards to 60.
