The ACT-IAC Networks & Telecommunications Community of Interest (N&T COI) invites you to an insightful panel discussion on GSA's planning for the NextGen EIS contract – the potential successor to the current EIS vehicle, set to expire in 2032. This session will convene government leaders, industry subject matter experts, and federal agency representatives to share strategic insights on evolving networking and telecommunications needs, innovative acquisition approaches, lessons learned from the current EIS contract, and recommendations for the next-generation network infrastructure strategy.

Speaker Bios
Chris Hamm is the CEO of FIN Acquisitions LLC, an acquisition consulting firm supporting business in the Federal Government market. Previously, Chris was the SES for GSA AAS Defense (formerly FEDSIM). Chris’s organization managed over $75B in contracts. Chris is a frequent speaker at conferences and panels on the subjects of federal acquisition, non-traditional authorities (e.g.,g SBIR, CSOs, SBIR), and the future of acquisition in the new Administration. Chris was recognized as one of the “FED100” by Federal Computer Week. Chris was GSA’s first Acquisition Innovation Advocate.
Tony Arcadi is a former Chief Information Officer and Deputy Assistant Secretary for Information Systems at the U.S. Department of the Treasury, with more than 25 years of federal IT leadership across the Departments of the Treasury and Justice. As Treasury CIO, he oversaw an $8B IT portfolio across 10 operating bureaus supporting more than 100,000 employees and enabling trillions in annual transaction volume. He led enterprise-wide network and cloud consolidation, established Treasury’s centralized Security Operations Center, and advanced hybrid cloud adoption at scale. His experience spans telecommunications modernization, cybersecurity, enterprise infrastructure, and large-scale service delivery in highly regulated environments. A 2024 Fed 50 honoree and co-chair of the Treasury AI Governance Board, he is a recipient of multiple senior federal service awards, including the Treasury Secretary’s Distinguished Service Award.
Monica Padron Harris is an IT acquisition consultant with over 30 years of experience in a variety of Federal agencies (21 years at DoD/Navy), Monica specializes in identifying strategic acquisition targets and understanding the federal contracting marketplace, specifically within DHS. She spent the last 12+ years at USCIS as a Contracting Officer, Sr. Procurement Analyst (Policy), and Sr. IT Acquisition Advisor to the senior leadership team within OIT and the Office of Contracting. Monica is founder and owner of The Procurement Pros, a government consulting firm specializing in federal contracting.
Allen Hill is a former Federal Chief Information Officer and Senior Executive Service leader with more than three decades of experience across government, industry, and the U.S. Air Force. He has led large-scale enterprise telecommunications and IT modernization initiatives, including EIS, and has overseen multi-billion-dollar services portfolios. His experience spans acquisition strategy, network modernization, cloud adoption, and customer-driven service delivery in highly regulated environments.
