Robert M. Hamlett Jr. is a seasoned leader in the Artificial Intelligence Governance & Engineering Division within the Chief Technology Officer Directorate (CTOD) at the Department of Homeland Security (DHS). Previously, he served as Deputy Branch Chief for the Joint Wireless Program Management Office (JWPMO) within the IT Operations Division (ITOPS) under the DHS Office of the Chief Information Officer (OCIO).

In his role as Deputy Branch Chief, Rob played a pivotal role in advancing radio-frequency spectrum governance, policy, and management across DHS. He supported the Branch Chief in overseeing a team of spectrum management experts specializing in domestic and international radio-frequency spectrum policy, certification, and licensing.

Rob brings over two decades of experience in spectrum management, dedicating his career to leveraging innovative technologies to enhance spectrum management processes.

Before joining DHS OCIO, Rob was a Project and Portfolio Lead at Technomics, Inc., where he helped establish a new Spectrum Management Section within the Data Analytics and Technology Solution (DATS) Portfolio. He spearheaded efforts to grow the section’s workforce while leading the development of an advanced data analytics solution to manage Spectrum Relocation Fund (SRF) apportionments, allocations, and expenditures for the Department of Defense.

Earlier in his career, Rob served as a Federal Employee at the U.S. Naval Research Laboratory (NRL), where he was Operations Chief & Lead Spectrum Manager for the Command, Control, Communications, Computers, and Intelligence (C4I) Branch. Prior to his tenure at NRL, Rob honorably retired as a Chief Warrant Officer 4 after 21 years of distinguished service in the United States Marine Corps.

Rob holds a Master of Professional Studies in Technology Management (with honors) from Georgetown University and a Bachelor of Professional Studies in Technology Management (with honors) from Excelsior University.
