Welcome to the joint meeting of the ACT-IAC Emerging Technology and IT Management and Modernization COIs. This meeting will focus on the current landscape and usage of Artificial Intelligence in the US Federal Government.

The first panel will discuss AI policy and the recent AI Executive Order with two of our colleagues from the Office of Management and Budget. The second panel will be focused on the real-world application of AI with a discussion around use cases in GSA, Department of Labor, Department of Education, and more.'

ABOUT THE PANELISTS

Samantha Hubner, Artificial Intelligence Policy Advisor, Executive Office of the President, OMB
Samantha Hubner is an Artificial Intelligence Policy Advisor in the Office of the Federal Chief Information Officer (OFCIO) at the White House. Samantha focuses on developing and issuing policy to support Federal agencies in responsibly using and procuring AI. Prior to joining OFCIO, Samantha worked in the private sector at a tech start-up where she led data collection operations, established data integrity and cybersecurity standards, and played a pivotal role in spearheading the company’s expansion into the public sector market. Samantha’s efforts secured repeated high-value multi-million-dollar contracts providing enterprise solutions across the defense and intelligence communities. Her policy research affiliations include the Carnegie Council for Ethics in International Affairs, the Center for Security and Emerging Technology, and the Defense Innovation Unit, among others. Samantha holds an M.A. in International Security Studies, Emerging Technology Policy, and Geospatial Intelligence from the Fletcher School of Law and Diplomacy at Tufts University and received her B.S. in Political Science, Mandarin, and French from Belmont University.

Morgan Zimmerman, Artificial Intelligence Policy Analyst, Executive Office of the President, OMB
Morgan Zimmerman is an Artificial Intelligence Policy Analyst in the Office of the Federal Chief Information Officer (OFCIO) at the White House. In this role, Morgan has a particular focus on improving public transparency of government agencies’ use of AI, as well as how they’re managing risks from its use. Prior to joining OFCIO, Morgan has worked in education finance research, biostatistics at the Milton S. Hershey Medical Center - College of Medicine, and technology policy research at the McCourt Institute. Morgan holds a M.S. in Data Science for Public Policy from Georgetown University and a B.S. in Actuarial Science and Computer Science from Messiah University.

Lattrice Goldsby, Chief of Artificial Intelligence Services, Department of Labor
Lattrice Goldsby is the Chief of Artificial Intelligence Services in the Office of the Chief Information Officer (OCIO) at the Department of Labor (DOL). Lattrice leads the innovation and responsible development of AI and Robotic Process Automation (RPA) solutions at the DOL. Before joining DOL, Lattrice worked for the Department of Agriculture as the RPA Center of Excellence (CoE) Program and Branch Manager, where she was accountable for driving efficiency through automation throughout USDA.
 
Lattrice holds a Master of Business Administration from Webster University and a Bachelor of Science in Business Administration Computer Information Systems from the University of Central Missouri.

wilkesChristine Wilkes, Supervisory Capability Manager, Office of Federal Student Aid, U.S. Department of Education
Christine Wilkes is a Supervisory Capability Manager for the Product Management Group at the Office of Federal Student Aid (FSA). Her product portfolio includes tools to help customer manage their federal student loans on StudentAid.gov. She’s also the product owner for FSA’s virtual assistant, Aidan. Previously, she was a Digital and Customer Care consultant for Accenture, focusing on conversational A.I. projects, including serving as the first functional design lead for Aidan.
She joined FSA because she believes in the importance of improving the delivery of public services via technology. She is passionate about using creative solutions to improve user experience at all levels of government.

whitmanDr. Zach Whitman, Chief Data Officer and Chief AI Officer, GSA
Dr. Zach Whitman is the Chief Data Scientist and Chief AI Officer at the General Services Administration (GSA), where he spearheads the agency's efforts in using data science and AI to improve federal services. At GSA, Dr. Whitman is responsible for designing and implementing data-driven strategies that enhance operational efficiency and service delivery while ensuring that the GSA workforce has the tools and resources to safely and transparently use emerging technologies.

Before his current role, Dr. Whitman served as the Chief Data Officer for the U.S. Census Bureau, where he focused on advancing the utility of public data assets in the emerging AI-driven landscape and the practical application of AI in government operations.

Dr. Whitman is also an advocate for ethical AI use, ensuring that the GSA's initiatives set a benchmark for transparency, fairness, and accountability in governmental use of artificial intelligence.
