About the Panelists 

John Dobriansky, MBA, MS, CPCM, Department of Defense
John Dobriansky, MBA, MS, CPCM, provides senior leadership with 25+ years of full acquisition and program management life cycle experience in government contracting operations, acquisition policy and program management with the Department of Defense (DoD), civilian agencies and industry. My leadership has cross cutting impact across the Federal and Industry space including Office of Management and Budget (OMB), General Services Administration, DoD Defense Pricing and Contracting, and Industry Consortia.  My leadership as a Defense Department Director spans multiple DoD agencies including the DoD 4th Estate, U.S. Army Contracting Command, and the U.S. Navy Systems Commands. Mastery of Federal Acquisition Regulations (FAR), DFARS, ITAR, DoD ACAT Programs and Acquisition Policy. Leadership results in the successful accomplishment of ACAT I and II complex major systems acquisitions through $10 billion.  

Andrea Azarcon Heller is a Management and Program Analyst in the GSA Federal Acquisition Service (FAS)-Office of Strategy and Innovation. She is responsible for planning and executing activities and events for the FAS Agile in Action Community of Practice, the TechAcq Community of Practice, as well as providing acquisition and agile consulting services for major FAS projects. She is known in the federal acquisition community for her comedic and engaging approach to acquisition education. Azarcon Heller began her career as a Contract Specialist and Contracting Officer with GSA, working on Multiple Award Schedule contracts and conducting assisted acquisitions for other federal government agencies. She graduated in 2004 from Drexel University with a Bachelor of Science degree in Business Administration with a Marketing concentration.

Joey Hatzipanagiotis, Acquisition Strategist, U.S. Digital Service (USDS). Joey has been in acquisition for 15 years in a variety of roles within both procurement offices as well as on the program side. He spent nearly a decade as an 1102 across several DHS components before joining the OPM OIG as their acquisition lead. Currently he is at USDS as an acquisition strategist supporting a variety of agencies by helping implement acquisition processes that are more conducive to building modern digital services. Notably he was part of the USDS team that was deployed to the CDC during COVID to build the technology needed to support the nation's response to the pandemic and lay the foundation for a more resilient pandemic-ready data infrastructure throughout the country.
