Representing the agency before third-parties (e.g., the Merit Systems Protection Board [MSPB], the Equal Employment Opportunity Commission [EEOC], the Office of Special Counsel [OSC], and arbitrators) to resolve complaints. The service outcome(s) may include, but not be limited to:

• Agency representation in third-party proceedings (e.g., MSPB, EEOC, and OSC)
• Established agency negotiated grievance process
• Agency third-party proceedings files/records (e.g., MSPB, EEOC, OSC, arbitration)
