RFO Persona Based Change Management Project
Volunteer Opportunity
The ACT-IAC Acquisition COI seeks government and industry volunteers to participate in a project to develop persona-based change management for successful implementation of the revolutionary FAR overhaul (RFO).
Project Background
The Revolutionary FAR Overhaul (RFO) is transforming federal acquisition by modernizing policies to enhance agility, transparency, and efficiency for both government and industry. Effective change management is essential to ensure these changes move beyond policy and theory, addressing real-world adoption and aligning processes to achieve measurable, impactful results.
Persona-based change management is an approach to organizational change that designs strategies, communications, and support based on the specific needs, behaviors, and motivations of different groups of people (“personas”) impacted by the change. This method recognizes that different roles experience culture change differently—and tailors the approach accordingly. A human-centered, targeted approach that meets people where they are will help reduce resistance and ensure increased adoption of the RFO.
Purpose
The purpose of this project is to detail specific impact and value of the revolutionary FAR overhaul (RFO) to major stakeholder groups. The project team will identify how the change affects each stakeholder group and develop customized messaging (value conversation, training, recommendations, etc.)
What are the key messages and “takeaways” needed for key federal acquisition team roles to navigate their respective journey map successfully?
The various personas and perspectives could include:
- Leaders - What do they need to drive cultural adoption?
- Supervisor/Managers - What do they need to feel safe empowering their staff to exercise increased discretion?
- Policy Representatives - What do they need to ensure the FAR overhaul is not over-regulated at the agency level?
- Attorneys/Advisors - What do they need to help them say “yes” to streamlined acquisition and documentation?
- Contracting Officers - What do they need to feel safe exercising increased discretion?
- Contracting Officer Reps - What do they need to manage mission-first procurement process?
- Program Managers – What do they need to structure requirements and manage outcomes in a mission-first procurement system?
- Industry Partners – What do they need to support added discretion in the system (e.g., minimize protests that may adversely impact outcomes)?
Volunteer Expectations
This volunteer opportunity is open to all ACT-IAC members from government and industry. Members who volunteer are expected to attend and participate in regular project team meetings. Volunteers will follow the ACT-IAC Code of Conduct for Projects.
This Call for Volunteers will close end of business on April 20, 2026. The kick-off meeting is Thursday, April 30 at 1:00 PM Eastern Time.
