Product Control Board Project

Provide recommendations, leading practices, and processes to the Product Control Board (PCB) on how to best structure and organize itself to speak as one government voice. The Initial line of business (LOB) use case is Financial Management.

Project Proposal Overview

The new PCB should be designed, where possible, to leverage government and commercial best practices and be applicable to any commonly used systems or solutions.  

Recommendations for the Product Control Board (PCB) on how to best structure and organize itself to speak as one government voice as well as leading practices or processes that can best accomplish this task.

Initial LOB use cases may be Financial Management and Human Resources as they are further along in their evolution than other LOB.  

Project Approach

  1. Perform research on best practices for product control boards in and out of shared service market places for the public sector, the international public sector, and commercial organizations.
  2. Interview stakeholders including: government and commercial shared service providers, current and future customers, self-serviced agencies, and software vendors to identify what needs can be met by the PCB that drive either effectiveness or efficiency.  And preferred aspects of governance.  
  3. Formulate options for the next evolution of the PCB and its operationalization including at a minimum: responsibilities, membership, decision making, meetings, and amendments.
