IT Spend Standardization

Project Background
Over the years, the Federal Government has investigated several strategies to standardize and streamline the collections of IT spend (execution) data, which could then lead to future automation. This project reviews/evaluates the work that has been done to date, and will prepare a business case/white paper that provides recommendations on the best path forward, given the cost, time, and political will needed to implement one strategy over another.

Project Objectives

  • Develop a business case to mature IT budget/spend data reporting and provide increased transparency and accountability of IT dollars
  • Evaluate various strategies (BOC changes, Standard SOC usage, USASpending reporting requirements, integration with Product Service Code and acquisition related initiatives, etc) of linking IT budget / spend data with agency systems of records
  • Provide recommendations on the best path forward, given the cost, time, and political will needed to implement one strategy over another or a combination of strategies.

Deliverables

The project team will work with an agency sponsor and a few relevant stakeholders to prepare and publish a business case/white paper which detail the work that has been done so far, provides the pros/cons, relative costs, timelines, and recommendations on how the US Government could standardize and automate the reporting of IT spend data.

Volunteer Expectations

  • Volunteers will participate in regularly scheduled project team meetings.
  • The expected time commitment is up to one-two hours per week.
  • Past experience with IT Modernization projects, IT Portfolio Management and/or Financial Management practices is desirable.
  • Must be willing to participate in client interviews.
  • The project time-line is November 2023 to June 2024.
  • Volunteers must be members of ACT-IAC.
  • Volunteers will follow the ACT-IAC Code of Conduct for Projects.
