Background
This project will establish an AI-focused Community of Interest (COI) to examine how user-level awareness, peer examples, and operational use cases can accelerate safe adoption of AI across an organization. While approved AI tools are available, their use is often limited to technical teams or isolated pilots. Broader adoption is slowed by uncertainty, unclear value, and lack of visible, peer-driven examples. The COI will address these barriers by fostering collaboration, sharing practical applications, and helping staff integrate AI tools into daily work in a managed, secure way. The Export-Import Bank of the United States (EXIM) will serve as the initial use case, providing a real-world environment to test engagement strategies, document lessons learned, and demonstrate how operational teams can adopt AI tools in support of mission delivery.
Overall Project Objective and Mission

Project Approach
The project will begin with the development of a project paper to define the community’s structure, objectives, and participation model. Engagement from interested staff will be sought to help launch the initiative, and results will be tracked to evaluate its effectiveness. If successful, the results will be documented as a case study, providing a replicable approach for other government agencies seeking to adopt AI in a secure and managed manner.
Baseline participation and awareness will be captured within the first month. By six months, the goal is to show measurable increases — for example, a 20% growth in engagement and reported awareness. Additional outcome measures may be identified as the community matures.
Timeline milestones may include:
- Draft project paper and define community structure.
- Engage staff, recruit participants, and initiate pilot activities.
- Evaluate participation, capture outcomes, and refine model.
- Document results as a case study for broader government use.
