Cloud CAFE (Cloud Acquisition for Federal Enterprises)

Summary:

GSA is determining how to address the cloud marketplace within the Federal government.  Different departments have different needs as they move to the cloud.  GSA would like to determine the best way they can support their Federal customers.  This also means they need industry input regarding the impact that their decisions will have on cloud services providers.  The subcommittee will address questions such as:

  1. Given the emphasis on Cloud - and the various methods used by government to purchase Cloud – should GSA re-consider a new IDIQ to codify supply channels, demand and contracting methods?
  2. How do we build synergy around the various cloud service needs?
  3. Government is restricted in the way we can pay for cloud services in a way the really prohibits a true “pay as you go” model.  What changes are required to law and regulation to allow government to fully realize the financial, security and operational benefits of cloud?
  4. Currently, industry is acting as the “bookkeeper” when the government advances funds to industry and then industry tracks the burn.  What if industry misses?  What are the ramifications?
  5. What should the SLA standards be?  Do they include a security aspect in virtual containerized environment?
  6. What current vehicles are in the market that are specifically cloud?
  7. How do we leverage FAR 41, 42 and 51 in lieu of contracts?
  8. What are the regulatory and statutory barriers to CAFE and how do we legislatively overcome these barriers?

The project team will develop responses to the questions posed above.  The project team will address these concerns via four workstreams: 

  • Payment Options Workstream 
  • Legislative Workstream
  • Service Level Agreements (SLA) Workstream 
  • Vehicle Determination Workstream

The input this project team provides to GSA will help them determine next steps in their cloud services analysis.GSA has indicated that the Legislative input is on a fast track and needs to be completed by early February. 

Due to this schedule, the project team will meet on a bi-weekly basis, in person or via con call, to discuss how each work stream is progressing.  Work streams will meet separately to address the questions posed (above) and come up with feedback for GSA.
