Samantha Hubner

Samantha Hubner is an Artificial Intelligence Policy Advisor in the Office of the Federal Chief Information Officer (OFCIO) at the White House. Samantha focuses on developing and issuing policy to support Federal agencies in responsibly using and procuring AI. Prior to joining OFCIO, Samantha worked in the private sector at a tech start-up where she led data collection operations, established data integrity and cybersecurity standards, and played a pivotal role in spearheading the company’s expansion into the public sector market. Samantha’s efforts secured repeated high-value multi-million-dollar contracts providing enterprise solutions across the defense and intelligence communities. Her policy research affiliations include the Carnegie Council for Ethics in International Affairs, the Center for Security and Emerging Technology, and the Defense Innovation Unit, among others. Samantha holds an M.A. in International Security Studies, Emerging Technology Policy, and Geospatial Intelligence from the Fletcher School of Law and Diplomacy at Tufts University and received her B.S. in Political Science, Mandarin, and French from Belmont University.
