Jerome A. Greene, M.P.M,.M.B.A., M.P.S.

Jerome Greene joined the United States Environmental Protection Agency on May 26, 2023, as OSDBU’s Deputy Director. Previously, Mr. Greene served as a Supervisory Small Business Technical Advisor within GSA’s Office of Small & Disadvantaged Business Utilization (OSDBU). The GSA OSDBU office has nationwide responsibility for GSA’s small business programs and is the chief advocate for small and disadvantaged businesses. The Office of Small & Disadvantaged Business Utilization (OSDBU) promotes presidential initiatives increased access to EPA’s nationwide procurement opportunities and engages in activities that make it possible for the small business community to receive counseling on the federal procurement process.

Mr. Greene collaborates across the U.S. EPA agency with many EPA acquisition directors on major government-wide acquisitions in his current capacity. Mr. Greene ensures socio-economic and small businesses are given the maximum practicable opportunity to compete for prime and subcontracting opportunities within EPA.

Before joining EPA, Mr. Greene worked with the Veterans Affairs Network Contracting Office 6 as a Small Business Liaison for the North Carolina and Virginia areas.  Mr. Greene’s area of responsibility consisted of managing small business advocacy for seven VA Medical Centers, 28 associated Community-Based Outpatient Clinics (CBOCs), and five Healthcare Centers (HCC) spanning North Carolina and Virginia.

Mr. Greene is a graduate fellow of the Excellence in Government Competitive Development Program.  He is a retired United States Army Ranger assigned primarily at 160th Special Operations Aviation Regiment (Airborne) Fort Campbell, Kentucky. Previously, he worked for the Department of Justice as a District Adjudications Officer. He earned a Ronald E. McNair scholarship and attended the University of New York. He graduated Cum Laude with a Master of Business Administration, Master of Public Health, and Master of Arts Acquisition Management.  Mr. Greene is a native New Yorker and currently resides in the Chesapeake, Virginia, area with his wife and two children.
