Rebecca S. Ayers, PhD
Manager, Performance Management
Rebecca oversees all reimbursable performance management services provided by the U.S. Office of Personnel Management (OPM). She is also the Program Manager for USA Performance, OPM’s automated performance management system. Rebecca has facilitated and worked with both public and nonprofit organizations to identify organizational goals, develop strategic plans, and implement performance management systems. Her research and writing focus on individual and organizational performance in federal agencies. Rebecca holds a bachelor’s degree from the University of Virginia, a masters from the University of Bath, England, and a Ph.D. from North Carolina State University. Rebecca works for OPM from the Research Triangle Office in North Carolina.
