Associate Chief, Workforce Planning & Talent Management
Megan Caposell serves as the Cyber Workforce and Pay Initiatives Program Manager for the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency’s (CISA) Office of the Chief Human Capital Officer (OCHCO). Ms. Caposell leads the Agency’s cybersecurity workforce activities to include those under the Cybersecurity and Infrastructure Security Agency Act of 2018, the Federal Cybersecurity Workforce Assessment Act of 2015, and the Homeland Security Cybersecurity Workforce Assessment Act of 2014, overseeing efforts that ensure CISA’s cybersecurity workforce is right sized and able to uphold the Nation’s ability to protect the American people, the homeland, and the American way of life.
Ms. Caposell has been with CISA since 2007, serving first as contract support and then as a Federal employee starting in 2013. She has held multiple positions to include an analyst in the Commercial Facilities Sector-Specific Agency (CF SSA); leading the FISMA performance management activities; desk officer for the south Asia, north Africa, and Middle East cybersecurity portfolio; served as a Chief Administrative Officer for the Federal Network Resilience (FNR); and as a Special Advisor to the Office of Cybersecurity and Communication’s (CS&C) Chief of Staff during which time she was the principle author and project manager for the National Cybersecurity and Communications Integration Center’s (NCCIC) workforce planning and analysis activities and Plans.
Before joining DHS, Ms. Caposell was with Booz Allen Hamilton supporting the U.S. Army Installation Management Command’s (IMCOM) Installation Management Board of Directors (IMBOD) and the Army Communities of Excellence (ACOE). In addition she was part of the team to deploy Lean Six Sigma for Service to the U.S. Army.
Ms. Caposell holds a B.A. from West Virginia University, International Business Program accreditation from Georgetown University, and is a candidate in 2019 for her M.A. in Global Security Studies from the Johns Hopkins University.
