Kyra M. Stewart
Team Lead, Technology Business Management
Kyra M. Stewart serves as the Team Lead for the Technology Business Management (TBM) Program Management Office at the General Services Administration. In this role, she supports TBM Implementation across the Federal government. With more than $90 billion spent on Federal IT each year, her work is integral to increasing cost transparency and enabling better data-driven decision making with IT spend. As part of GSA’s Office of Governmentwide Policy, the TBM PMO partners with OMB to identify best practices, understand agency needs and resources, and establish related guidance and policy.
Based on her outstanding work as a civil servant, Ms. Stewart was selected as 1 of 14 White House Leadership Development Program (WHLDP) Fellows in 2018. As a Fellow, Kyra staffed the Federal IT Spending Transparency Cross-Agency Performance (CAP) Goal team, part of the President’s Management Agenda. Ms. Stewart came to WHLDP from the Department of Transportation where she served as the Director of Innovation and led the IdeaHub Program, an on-line ideation platform. Kyra also has extensive experience in grants management, economic analysis, and has served as a Federal Ombudsperson. Prior to her work in the Federal sector, Ms. Stewart was a Senior Consultant with the Strategy, Finance and Economic Solutions division of Arthur Andersen, LLP.
