Invited Speaker: Steven Alvarado, CISSP, IT Program Manager, Defense Health Agency

Join the ACT-IAC Cybersecurity COI member meeting to hear from invited speaker Steven Alvarado, CISSP, IT Program Manager with the Defense Health Agency. At the meeting, Steven will address CMMC, as it relates to DHA's TRICARE Purchased Care Contracts, and current efforts to support the latest DFARS 2019-D041 ruling.

About the Speaker

Steven Alvarado is an IT Specialist (InfoSec) serving with the Defense Health Agency (DHA) as the Purchased Care IT Program Manager Team Lead within the Healthcare Operations directorate, (J10) Tricare Health Plan Division, Health Plan Operations Support Section (HPOSS).  Mr. Alvarado is J10/HPOSS’ principle technical authority, lead Information Systems Security Manager (ISSM), and Information Systems Field Liaison supporting the DHA’s Information Security Program (aka. NIST Program) under the DHA’s Administrative Instruction (AI) 042 authorized by the DoD Instruction 8582.01.  Mr. Alvarado supports the DHA’s Purchased Care contracts (PCCs) adherence to latest contractually required Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clause requirements related to cybersecurity for the DoD’s Defense Industrial Base (DIB) Mission Partners.  

Mr. Alvarado is a cybersecurity and information assurance (IA) scholar-practitioner and a DoD 8570.01-M IAM Level III compliant professional with 17 years of computer science, business administration, and telecommunications management experience.  Prior to joining the DHA, he served as a Cybersecurity manager for Raytheon’s Applied Signal Technology where he managed multiple DoD and Intelligence Community (IC) contacts ensuring compliance with contract cybersecurity requirements.  Mr. Alvarado is a U.S. Veteran having honorably served 12 combined years with the United States (U.S.) Air Force and the U.S Army as a commissioned officer in the Signal Corps.

Mr. Alvarado holds a Master of Business Administration (MBA), a Master of Science (M.S.) in Cybersecurity, and a M.S. in Telecommunications Management degrees from the University of Maryland, University College.  He received his Bachelor of Science (B.S.) degree in Business Administration & Management from California State University of San Marcos.  Mr. Alvarado holds an active ISC2 Certified Information Systems Security Professional (CISSP) professional certification, and is currently in his final year earning his Doctorate of Computer Science degree from Colorado Technical University.
