Invited Speaker: Tiina K.O. Rodrigue, Chief Information Security Officer, Bureau of Consumer Financial Protection

Join the American Council for Technology - Industry Advisory Council (ACT-IAC) Cybersecurity Community of Interest (COI) for our April meeting to hear from invited speaker Tiina K.O. Rodrigue, Chief Information Security Officer, Bureau of Consumer Financial Protection. About the Speaker
Tiina K.O. Rodrigue is the Chief Information Security Officer (CISO) at the Bureau of Consumer Financial Protection (CFPB). Tiina uses her more than 25 years of experience to guide teams to design, develop, and implement secure business applications in the cloud. Her technical solution, full-lifecycle experience begins during the development process, includes secure technology selection, security architecture, and implementation methodology through continuously improved production in the cloud. As CISO, she leads the Bureau to solutions, optimizations, and well- managed operations to federal standards, leveraging best in class capabilities and practices for scalability and flexibility.

Previously, Tiina was the Director, Technology and Cybersecurity Services at MAXIMUS Federal Information Technology (MFIT). Federally, she also served as the Senior Advisor-Cybersecurity, Office of the Chief Information Security Officer (CISO), in the Technology Office (TO) of Federal Student Aid (FSA), U.S. Department of Education (ED) in Washington, DC. In her role as Senior Advisor at FSA, she championed FSA and ED’s interdepartmental cybersecurity efforts with government entities such as the Office of Management and Budget (OMB), Department of Homeland Security (DHS), and Department of State. She led departmental security activities with institutions of higher education (IHEs), financial lenders, guaranty agencies, and private collection agencies to establish an industry-wide professionalized cyber workforce, gather meaningful metrics, and create ground-truth security. Additionally, Ms. Rodrigue was the Program Director, Professional Services at CipherCloud (San Jose, CA), a Silicon-Valley-based Cloud Access Security Broker (CASB) start-up where she supervised concurrent teams globally deploying a policy-based, on the fly encryption product in federal, financial and health-care environments for data protection in clouds such as Salesforce, O365, Box, Adobe, Amazon Web Service (AWS), Google, and Dropbox.

Tiina served as the CISO for U.S. Citizenship and Immigration Services (USCIS), a component of the Department of Homeland Security (DHS). During her tenure at DHS she was promoted to Chief Technology Officer (CTO) at USCIS, bridging the technology concerns of security, infrastructure, change, architecture and capability management. She performed a similar function in support of Transportation Security Administration (TSA), where she ran projects focusing on improvements in security, innovation, software development, culture, and capability.

Before federal service, Ms. Rodrigue served in several senior positions at Cisco and multiple consulting firms where she supported Advanced Services (AS) offerings, Network and Secure Operations Centers (NOC/SOCs), Incident Response and other FISMA-based efforts at Treasury, Education, the Pentagon, FAA, and Fortune 500 companies.

Tiina is a published academic author, a contributor to NIST standards, as well as a regular keynote speaker and instructor on Cyber Crime Risk Management, Financial Institution Data Security Standards, General Data Protection Regulation Impacts, Measuring Security Posture Impact, as well as other technology and cybersecurity subjects. The workshops she held on institutional risk profiles and cybersecurity maturity assessments were lauded as invaluable for executive awareness, bridging the gap to define growth strategies towards cybersecurity posture maturation.

Ms. Rodrigue holds a Bachelor’s degree from the University of Wisconsin, a Master’s degree with honors in Management Information Technology from the University of Virginia and is currently an honors candidate in The George Washington University’s Executive Cyber Corps Doctoral program focusing on Human and Organizational Development. Her ongoing dissertation quantitatively examines cybersecurity within an organizational environment. Tiina is a wife and mother of six, enjoying running her farm in her copious spare time.
