Charles A. Santangelo, Co-Lead, ACT-IAC Community of Interest for Identity, Credential and Access Management (ICAM), is a leader in IT policy formulation and program management within the national security and homeland security arenas. He is the lead author of the ACT-IAC report, Identity, Credential and Access Management (ICAM) Challenges, Best Practices and Recommendations. During the past decade, on behalf of the Federal CIO Council and several Federal agencies, he has driven several major government-wide IT reform initiatives, including IT shared services, the OMB 25 Point Implementation Plan, working capital fund adoption, and FITARA. A former assistant professor of IT policy, he holds an MBA from Georgetown University and an MPA from Columbia University. He is also the recipient of the Federal 100 Award and the ODNI Exceptional Service Award.
