ACT-IAC: Developing a DATA Act Implementation Plan

Abstract

Now that Congress has set a new standard for federal spending data with the DATA Act, agencies should look upon the implementation process not as a compliance exercise, but as a unique opportunity to transform how they generate, analyze, report, and use data. This report builds upon the recent OMB and Treasury eight-step framework to highlight how agencies can create a DATA Act implementation strategy that shifts the organizational culture and exploits the new mandate to take the steps forward that the new measure makes possible.
