Abstract
As part of the Administration's plan to reform and reorganize the Federal government, a proposal has been put forward to establish a Government Effectiveness Advanced Research (GEAR) Center to bring together a diversity of interested parties (government, industry, academia, etc.) to develop and apply research that will improve the Federal government and make it more effective, innovative and effective.
ACT-IAC's comments provide information regarding public-private partnerships that may be useful in developing the GEAR Center. ACT-IAC's comments describes a diversity of models and challenges that may emerge. The comments also propose a framework of principles essential to a successful public-private partnership and recommend a process for taking this concept to the next level.
