From Acquisition to Investment: Changing the Paradigm

The Federal Government has enormous unfunded needs to modernize ineffective administrative processes, workforce skills, and technologies by adapting advanced commercial technology. However, it faces major budget and procurement barriers in accessing investment capital for modernization. Meanwhile, city and state governments have partnered with companies to implement long-term investments. What might federal agencies glean from these and similar models? How can budget and appropriation rules be updated to allow capture of up-front savings over multiple years, consistent with how capital accounting for IT-enabled savings works in the private sector and other levels of government?

Come to this session to hear about recent developments in public-private investment paradigms, and how these concepts might be deployed more broadly through federal agencies.
