Tony Scott, Managing Partner, Technology, RIDGE-LANE Limited Partners


Tony Scott is the Managing Partner, Technology at RIDGE-LANE Limited Partners, a Washington DC and Silicon Valley based consulting firm, and is a Senior Advisor for Privacy and Security at the global law firm of Squire Patton Boggs. 

Tony served in the Obama administration as the 3rd Federal Chief Information Officer (Federal CIO) for the U.S. Government, and was appointed to that role by President Obama in February 2015.  In that capacity, he created the government wide response plan after the OPM cybersecurity hacking incident, including the Cybersecurity Sprint and Implementation Plan (CSIP), which dramatically improved the information systems security posture of the Federal Government.  His numerous appearances before Congress, and many other forums - providing CXO level public and private sector insight on matters such as digital workplace transformation, cybersecurity, governance, open data, and workforce diversity have been widely recognized.

Immediately before joining the Obama administration, Tony was the Chief Information Officer at Vmware.  Prior roles include the Chief Information Officer at Microsoft Corporation, Chief Information Officer at the Walt Disney Company, and Chief Technology Officer at General Motors Information Systems & Services.  

Tony holds a Bachelor of Science Degree from the University of San Francisco in Information Systems Management, and a Juris Doctorate (law) degree from Santa Clara University.   He was inducted into CIO magazine’s “CIO Hall of Fame” in 2009, and has been a frequent keynote speaker, panelist, and advisor at numerous industry and government events.  Tony is also a licensed pilot, and enjoys flying his own plane whenever possible.  


I’m seeking this position because I’ve seen the results of the great work that ACT-IAC does, and I’ve been lucky enough to participate in numerous ACT-IAC events and forums, and now I’d like to help ACT-IAC to be well positioned to assist with the upcoming challenges of modern government in a digital era.  

In my career, I’ve found that leadership matters most at times of great transition, and both ACT-IAC and government are in a phase of great transition. While we honor and celebrate our successes and rich history of partnership and collaboration, we must also figure out how to remain relevant and effective in a fast moving and changing world – and especially one where technology innovation, and the people who make it happen, play an increasingly important role. 

Having served as Federal CIO, I know firsthand how important ACT-IAC is to progressing a healthy technology and people agenda for government, and I’d like to add to the great body of work that ACT-IAC has so effectively delivered to its membership over the years.   I can think of no better way than to help lead ACT-IAC in what I know will be an exciting and challenging period of time.

Zain Ahmed, Vice President, Civilian & Law Enforcement, CenturyLink


Zain Ahmed is Vice President, Civilian & Law Enforcement at CenturyLink for civilian agency sales and the company’s law enforcement and cybersecurity practices within the U.S. federal government group. In this capacity, Zain leads a team of business professionals delivering innovative network, cloud computing, cyber security and IT mission support services with an emphasis on best-in-class solutions and customer experience via GSA’s Enterprise Infrastructure Solutions, Alliant 2, and other contract vehicles.

Zain has successfully led a broad range of organizations during his career, which includes 15 years of experience supporting government agencies with IT solutions. Most recently, he served as senior director of CenturyLink’s federal civilian practice.  He previously served as client executive for the law enforcement vertical, where he led an organization responsible for the sales and service of the Local Area Network managed service that generated substantial value for both customers and the company.  

Prior to joining CenturyLink, Zain founded an international IT recycling business based out of Dubai. Before his own venture, he spent eight years at Verizon in various roles within the federal markets division supporting government agencies.

Zain holds a Master of Business Administration degree from the Sloan School of Management at the Massachusetts Institute of Technology and a bachelor’s degree in computer engineering from the University of Maryland, College Park.


I believe the role of the ACT-IAC Executive Committee is crucial as we focus on providing a trusted forum where those who share the vision of creating a more effective and efficient government can come together. From an IAC perspective, I think it is beneficial to create as many touchpoints as possible for us to work together

My goal in continuing to serve on the IAC Executive Committee is driven by my passion for collaborative government where the public and private sectors work side-by-side to innovate and revolutionize the delivery of a citizen-centric government. This collaboration should be our mantra and will allow the government to take advantage of the best practices, thoughts, ideas and offerings from large and small companies. I also want to create more opportunities to leverage the Fellows and industry members who want to participate.

In my current role leading a team of 50+ people with CenturyLink, I’ve been actively involved in supporting ACT-IAC’s many events and activities. CenturyLink is all-in in supporting ACT-IAC and is proud to be ACT-IAC’s largest sponsor.

We were also the first company to be awarded Authority to Operate under GSA’s $50 billion, 15-year EIS contract and the first to receive an EIS task order, from NASA. This success highlights the company’s commitment to helping agencies solve their IT modernization challenges from our senior leadership, including from our CEO.

CenturyLink’s robust list of more than 25 solution partners, including many small businesses, our touchpoints within agencies, and our major contract vehicles such as Alliant 2 all make us a significant and growing player in this market.

I will continue to bring that powerful combination with me to help ACT-IAC achieve new goals and pursue new opportunities. My leadership philosophy involves working through problems by thinking differently and viewing challenges through a wider lens.

This is the same vision that led me at age 18 to move to the U.S., where I pursued my bachelor’s degree in computer engineering at University of Maryland and my MBA from MIT’s Sloan School of Management.  My capstone MBA project was an analysis of how a company can break into a new market, an experience that will serve ACT-IAC well as we broaden our reach under new executive leadership. 

Add to this my energy and experience as an entrepreneur launching and running an IT recycling company in Dubai, and you’ll find I’m someone who understands the challenges of building a small business. 

As a leader, I believe in fostering open communication by asking the right questions before brainstorming ideas.  I also bring a fail-fast mentality that encourages innovation and experimentation.   

In conclusion, I believe my strong analytical, technical and problem-solving skills would be an asset to ACT-IAC and I’m truly honored to be nominated. I look forward to continuing to work with all of you to help our government solve problems for the betterment of our country and the American people we serve. Thank you for your consideration. Allen Ashbey, Vice President, Unisys Federal Systems


Allen Ashbey joined Unisys in January 2017 as vice president, civilian health and administrative agencies. He is responsible for successful program delivery, growth strategy, client relationships and P&L across these agencies. Allen has a diverse background with over 30 years of leadership experience in the federal and communications industries.

Prior to joining Unisys, Allen was vice president at OnPoint Consulting, a subsidiary of Sapient Government Services where he led the GWAC center, proposal and capture. Previously, Allen was responsible for Civilian teaming strategies and capture with Wyle. He previously served in many leadership roles at several large communications companies including Level 3 and XO Communications, where he relaunched XO’s federal business unit. He also managed teams through multiple mergers and acquisitions with UUNET, MCIWorldcom and Verizon across 10 years.

Allen is a recognized advocate in the market for engaging government and industry in a collaborative environment to enhance federal agencies’ mission outcomes through technology. His passion and commitment is evident in his over-a-decade of activity in industry and government organizations, including ACT-IAC and AFCEA. His many contributions in the market are highlighted by being named Industry Contributor of the Year by ACT-IAC in 2014, after his role as Industry Chair for the 2014 Management of Change conference. He graduated from Partners in 2012 and remains active in the Fellows community.

Allen holds a bachelor’s degree from Louisiana State University. He also holds a PMI PMP and AWS Certified Cloud Practitioner certifications, demonstrating his commitment to continuous education and learning.


I came to ACT-IAC in 2008 joining the Networks and Telecommunications SIG while relaunching the public sector business unit at XO Communications. I bring a diverse background of experience and am deeply committed to the ACT-IAC mission, creating a more efficient government where government and industry executives can work and collaborate advancing the agencies mission.

  • Commitment to the Mission: As a delivery and P&L executive for Unisys, I am responsible for Civilian Health and Administrative agencies including VA, HHS, SSA, Commerce, and GSA. I engage with our government colleagues daily. I would advocate for senior level engagement from both government and industry – it is core to the success of the ACT-IAC mission and our continued success as a community. On the Executive Committee, I would represent all members, large and small, to continue helping others experience ACT-IAC’s unique government-industry partnership and all the opportunities that affords to make an impact.
  • Diversity: Having worked in the Federal IT and commercial sectors my experience spans telecommunications, small businesses, graduated mid-size integrators, and large businesses. I bring a unique ability to represent many perspectives on the Executive Committee. My ACT-IAC volunteering is diverse as well. In addition to my roles planning conferences and as a Fellow, I have supported the SIG’s and COI’s over the last decade including Networks and Telecommunications, Acquisition, Mobile, Cybersecurity, and Emerging Technologies. I served as a Sponsorship Ambassador since 2011 raising sponsorship dollars for ACT-IAC. In this role, I worked with member companies helping them maximize their involvement, and can bring that benefit to members as your representative on the Executive Committee.
  • Engagement/Volunteering: I have been involved in several planning committees for MOC (Management of Change), including Industry Chair in 2014. In this role, I worked in conjunction with my government chair actively recruiting government and industry leads developing a conference focused on key government drivers. IAC recognized me as Industry Contributor of the year in 2014 largely for these efforts and approach to MOC. Our government attendance was among the highest in almost a decade for MOC. There are many lessons learned I would bring with me to the Executive Committee.
  • Professional Development: I was proud to participate in the 2012 Partners program, and remain active in the Fellows community today. As an engaged member of the Fellows community, I have participated as a committee member selecting Igniting Innovation finalists, and as a member of a Partner selection committee. I am committed to the professional development programs and the opportunity it gives to build on one’s leadership skills and understanding of the challenges we face in both industry and government together.

In summary, I have been proud to be involved in ACT-IAC for many years, and would work to help you my industry colleagues experience the same level of engagement and success. I would be honored to serve as your representative as Vice Chair at Large on the Executive Committee and appreciate your consideration.

Tim Cooke, President and CEO, ASI Government


Tim is a veteran of the government professional services industry. After a time on the Economics faculty at Rice University, he joined the Navy’s FFRDC, the Center for Naval Analyses where he advised Navy flag officers up to the highest echelons and becoming a trusted advisor to senior Navy officials.

He played key roles in building premier companies in the GovCon industry.  As owner, President and CEO of ASI Government, LLC, he helps government clients leverage the marketplace through acquisition to create mission essential capabilities across both Defense and Civilian agencies. ASI is grounded in ethical behavior, honesty and service, and specialization in federal acquisition that delivers pioneering solutions.  

Prior to joining ASI, Tim was an executive at SRA International, where he held positions of increasing responsibility that contributed to the company’s growth from an annual revenue of $50 million to about $1.7 billion. During that time, he led business units in the defense, civil, health and commercial sectors, and sponsored six M&A acquisitions in civil, energy, environment, and health businesses.

ACT-IAC is the focal point of Tim’s volunteer service because of its unique mission and contributions to improving government through public-private partnership. He has successfully 1) led the Acquisition Excellence Conference for three consecutive years; raising the bar each time and expanding ACT-IAC’s reach into the DoD, 2) led the ACT-IAC effort to provide input to the DoD Section 809 Panel on Streamlining Acquisition, 3) led the top-priority project of the Institute for Innovation on Acquisition Innovation in support of the PMA, 4) is leading the first ACT-IAC engagement with Syracuse University’s Maxwell School through a capstone course that he is developing on the real opportunity in Category Management. He was recognized as a “2017 Top Volunteer” for Exceptional Volunteer Service by ACT-IAC. In other volunteer activities, he is serving a second consecutive term on the Board of Directors of the Professional Services Council, is a member of the National Contract Management Association, where he co-led the 2018 World Congress, and is a member the Acquisition Council of the Intelligence and National Security Alliance. 


I would be honored to serve ACT-IAC as an At-Large member of the IAC Executive Committee.  I led and continue to lead many of the acquisition-centric initiatives of the organization, including the Acquisition Excellence Conferences in 2017, 2018 and 2019, the Section 809 project proving input to the Congressionally mandated panel on streamlining federal acquistion, the Institute for Innovation’s Acquisition Innovation project in support of the PMA and IT acquisition, and ACT-IAC’s first sponsored capstone course at Syracuse University related to the financial aspects of category management. As the CEO and owner of ASI Government, LLC, I am proud to lead a member company with a distinguished record of accomplishment that mirrors ACT-IAC’s mission: assisting the government in the full range of acquisition and information technology improvement initiatives.  ASI is a long time, valued member of ACT-IAC.

I am passionate about ACT-IAC’s mission and its noble goal to foster industry-government collaboration to help government improve.  I understand, value and support the unique role ACT-IAC plays as a neutral adviser and supporter of increasing management and IT performance and delivery.  My expanding engagement in diverse ACT-IAC projects indicates my willingness and ability to contribute, recruit volunteers and new members, and put the organization’s mission above my personal and corporate interests. 

For the last three years, I have led the ACT-IAC Acquisition Excellence Conference, the premier event of its kind, as the IAC Industry Chairman.  I am privileged to lead many teams of outstanding government and industry acquisition and IT professionals in sharing the most important innovations in acquisition.  My role has been to set the agenda and engage leaders from across the community to participate.  The need for and importance of the ACT-IAC Acquisition Excellence Conference has grown.  This year’s Conference was considered by ACT-IAC leadership in attendance as the best yet. 

In between leading conferences, I headed the ACT-IAC response to a request from the Section 809 Panel for input to their work Streamlining and Codifying DOD Acquisition Regulations. For six months I worked with Panel and ACT-IAC leaders to develop and deliver our 2017 recommendations, “Improving Mission Performance:  Streamlining the Defense Acquisition Process as it Applies to Information Technology Assets.”

I was honored with a “Top Volunteer” recognition by ACT-IAC in 2017 for exceptional volunteer service. Last year, I was asked to lead the ACT-IAC Institute for Innovation’s top priority project: Acquisition Innovation to support the President’s Management Agenda IT Modernization goal. Working closely with ACT-IAC leaders and Office of Federal Procurement Policy Acting Administrator Lesley Field and her team, we created a project plan and deployed more than 40 ACT-IAC volunteers in four work streams. I also ensured their work was integrated into this year’s Acquisition Excellence Conference.  Also for the Institute, I am developing the first ACT-IAC Capstone project at Syracuse University’s Whitman School of Management Defense Comptrollership Program.  The project will enable Army Comptrollers to explore the real opportunity in Category Management by adapting both commercial and DoD experiences to the Army.

At ASI, during more than 20 years as an executive with SRA, as a professor of economics at Rice University and throughout my career, I have committed myself to the highest ethical standards, excellence in character and honorable behavior. I model, expect, and am willing to assist in ensuring compliance with those standards by all who participate in ACT-IAC. I see the EC as a key mechanism for representing the interests of members, and I would work on the members' behalf to drive government improvement in ways that improve the public-private partnership.  I would consider At-Large Executive Committee membership a significant responsibility and opportunity to serve and to uphold the values I share with ACT-IAC.

Greg Giddens, Partner, Potomac Ridge Consulting


Greg Giddens co-founded Potomac Ridge Consulting after retiring from the Department of Veterans Affairs. He retired with over 35 years of experience in engineering, management, leadership, procurement, and program management with 17 years as a member of the Senior Executive Service. 

Greg served as the Principal Executive Director for the Department of Veterans Affairs (VA) Office of Modernization from April 2017 until his retirement in November 2017.  Prior to that, he was appointed as the Chief Acquisition Officer (CAO) for the Department where he oversaw $20B in annual spend.

Prior to joining the VA, Greg served in several executive positions at the DHS including assignments at DHS HQs, USCG, and CBP. Greg started his career in DoD working as an Electrical Engineer for the Air Force and worked at locations in GA, OH, DC, and MA. 

Greg is a Strategic Advisor to Government Executives (SAGE) for the PPS, a NAPA Fellow, and a member of NCMA’s Board of Advisors.  He has received several awards including the Presidential Rank Award for Distinguished Executive in 2005 and Federal Computer Week’s top 100 IT Executives Federal 100 award in 2007 and 2017.  In 2017, Greg was also selected as the recipient of ACT-IAC’s Janice K. Mendenhall Spirit of Leadership Award.

Greg holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, an MBA from Georgia College, and a BS in Electrical Engineering from Georgia Institute of Technology. 


Hi – I am Greg Giddens and I spent 36 years in federal service across four cabinet level agencies, retiring from the Department of Veterans Affairs as the Chief Acquisition Officer in November 2017 after 17 years as a member of the Senior Executive Service. As the head of all VA acquisition, we had the support of thousands of excellent large, small, women-owned, and veteran-owned businesses and formed great partnerships with the private sector to advance VA’s missions. My last position was as the Modernization Chief for VA Secretary Shulkin. Other federal service includes executive level program management positions for multibillion-dollar programs or major operations at DoD, DHS HQs, Coast Guard, and Customs and Border Protection.  During my time in the federal service, I was closely connected to ACT-IAC and always believed in the value of this great organization.

For many years, I served on the ACT Executive Committee and spoke at many events and moderated panels. I supported my folks being part of ACT-IAC COIs and Professional Development Programs.  In addition, I reached out to ACT-IAC when the VA was standing up their Veteran Experience Office. ACT-IAC established a team to gather insights and strategies for standing up the office. The resultant report was the blueprint for how the VA created this office. ACT-IAC was a great partner for me while I was in the federal service and I was honored to receive ACT-IAC’s Janice K. Mendenhall Spirit of Leadership Award in 2017.

I have been part of the Acquisition Excellence 2018 and 2019 Planning Committees and served as moderator for several panels. I was on the planning committee for Imagine Nation 2018 and led the Customer Experience hub in the Techknow Showcase. This year, I am on the Imagine Nation 2019 planning committee and leading the Health Care hub.

One key role of the IAC EC is to lead the private sector aspect of ACT-IAC to work well with the federal sector. Our government needs to partner with the only government-industry organization, ACT-IAC, more than ever. ACT-IAC is the best organization to work with the government to improve it. As the IAC EC, we need to work closely with the ACT EC to set the course and priorities of the organization to ensure its prominence. If I have the opportunity to serve as a member of the Executive Committee, I will work to grow our relevance and relationship with the federal sector.  We can do this by creating more opportunities through events/forums, partnerships, COIs, and our great professional development programs. These lead to meaningful interactions with our government counterparts, as we did with the VA Veteran Experience Office. We are all about Advancing Government - we can only do that if the government is engaged.

It would be a great honor to represent and serve you, small, mid, and large companies, on the IAC Executive Committee. I would greatly appreciate your vote and will work every day to create value for you.

Ivette Granier-Smith, Vice President, ASRC Federal


Ms. Ivette Granier-Smith is an executive strategist who has successfully supported the growth and operations of financially strong organizations. She has held senior management leadership roles in Large, mid, and small businesses.  Her extensive government IT industry involvement gives her unique insight into the solutions and best practices companies can implement to increase business success with federal agencies. Her work history spans roles from Program Management to President of a small subsidiary.

She is a strong supporter and actively participates in several industry and government associations to enhance her knowledge and ability to better support the government mission:

  • Active with ACT-IAC since 2003.  Current Executive Committee Vice-Chair at Large, responsible for Government Engagement.  Member of the first ImagiNation ELC planning committee.  Won Executive Director award for Industry Contribution in 2005.
  • Member of and Previous Chair of the Industry Advisory Council (IAC) Fellows Program
  • Previous Advisor, Chair, Vice Chair, and participant of the ACT-IAC Partners Program, 2004-2007, a professional development program for government and industry executives.
  • She has been a member of the Executive Advisory Committee for the Government Information Technology Executive Council (GITEC) since 2010.
  • She served on the Professional Services Council (PSC) Energy Vision Team 2016/17.
  • Previous board member of the Association for Federal Information Resource Managers (AFFIRM) for 4 years.
  • Member on the exclusive Government Business Executive Forum (GBEF), comprised of senior executives from the government contractor community. GBEF provides professional development for senior executives in the business of government and is the advisory board for the program for the annual CES Government Conference

Work History:  Currently VP, responsible for a large Civilian portfolio of programs at ASRC Federal.  Previously, 2012 to 2018 ,Ms. Granier-Smith was a Senior Director at General Dynamics Information Technology (GDIT) within the Health and Civil Solutions Sector (HCSD).  She directed the Financial Services Programs (including IRS and CFPB), Department of Energy and Department of Agriculture programs. Responsible for operational leadership with P&L responsibility. Responsible, also, for business development, capture, and proposal development. Previous 13 years she worked for a Small Business, Project Performance Corporation as Partner and VP for Information Systems. When they sold to a UK firm, she was asked to be President of their subsidiary Triton Federal Solutions.  Her prior 20 years right after graduate school, started with a mid-size company General Research Corporation (GRCI), where she rose to a VP position prior to being acquired by AT&T Government Solutions whom she helped for 3 years.


I am currently at ASRC Federal running a Civilian portfolio.

Thank you to all members who ensure their company participates in the elections.  I am especially grateful to those who supported me in 2017 and allowed me to represent you on the Executive Committee (EC).

Since my passion is driving member value, I was asked to lead a new initiative, Government Engagement.  Teams visited Government CIOs and/or senior CIO staff to educate on how engagement with ACT-IAC can add value.  Good results came from these efforts.  This year I continued to be a member of this initiative.   I worked on the planning committee for the first Imagine Nation ELC in Philadelphia.

I am so excited about the future of ACT-IAC.  Imagine Nation ELC 2019 is gearing up to be even better, with Teresa Carlson (AWS) and Suzette Kent our Federal CIO driving the vision.   The talented Dave Wennergren is the new CEO of ACT-IAC.  Previously, a CIO at a number of defense agencies, served as vice chair of the federal CIO Council and has been the EVP and COO at the Professional Services Council.  Tony Scott, previous Federal CIO, will be our Executive Vice Chair on the EC!  I would be honored to continue to serve you and help increase the value you get from your membership.  I predict a growth in government engagement with these prominent participants in ACT-IAC.  I encourage you to get involved.

I thought I knew ACT-IAC when elected, but as a member of the EC I was overwhelmed with the vast amount of activity and talent.  My 2 years have flown by.  With your help, if I win, I look forward to my final two years.

As I previously told you in 2017, I have a long 30+ year career in our industry.  I have demonstrated executive leadership and my love of people and their success. I have experience, in small, mid-size, and large consulting services.  Loyalty is important to me, demonstrated by my long tenure at  companies and my marriage of  40 years to the same sweet man, Christian Smith, VP of Operations for Highland Technology Services, a Small Business.  I attribute part of my success in the Civilian space, after leaving my Army assignment, to ACT-IAC.  I initially found my passion in the Professional Development programs.  I am a proud Fellow, Partners class of 2004. I have held 5 years of PD leadership positions.

We must continue to change and collaborate with our government partners to improve our relevance and our agility.  I will fight NOT to keep the status quo.  I want to listen to your priorities and suggestions.  I want to help mentor those early in their career and help SB’s grow.  I will participate with integrity, respecting all companies, members, staff, and views.  I will not be silent nor shy about pushing your views.

Rick Holgate, Senior Executive Partner, Gartner


H. Richard Holgate is a Senior Executive Partner supporting U.S. Federal Government CIOs and IT executives. He was previously an analyst, covering topics including digital government; cloud; blockchain; mobility; digital workplace; information (cyber) security; IT procurement; shared services; case management; and legacy system modernization.

Previous Experience

Dr. Holgate served as Assistant Director for Science & Technology and Chief Information Officer at the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), where he was responsible for strategy, planning, management, and delivery of ATF's IT and forensic services. He oversaw all aspects of IT services, systems and security for ATF's 7,500 users, led ATF's financial investigative services and oversaw ATF's three forensic science laboratories and its fire research laboratory. He also served on the Department of Justice CIO Council and as the President of the American Council for Technology (ACT), has been a member of the Federal CIO's Digital Services Advisory Group, and was the government co-chair of the ACT Industry Advisory Council (IAC) Advanced Mobility Working Group. Dr. Holgate was also the Executive Assistant Director for Information Technology and Command Information Officer at the Naval Criminal Investigative Service (NCIS), where he was responsible for delivery of IT services to NCIS's more than 2,400 employees worldwide. Prior to joining NCIS, Dr. Holgate was employed as a Senior Manager with BearingPoint, where his clients included many organizations across the Department of Defense. He also worked at The MITRE Corporation.


I have been involved in ACT-IAC in various roles and capacities for over a decade. Over that time, I’ve learned the unique value proposition ACT-IAC represents: an open, collaborative, committed, non-partisan forum for working together to solve the most difficult challenges facing government. Among all associations, government turns to ACT-IAC first for the diverse and integrated perspectives it can provide. I am particularly grateful for having had the opportunity to serve – and for being re-nominated to serve – on the IAC Executive Committee.

In my former roles as a member of the ACT Executive Committee and as ACT President, and most recently as an IAC Vice Chair at Large, I had the privilege to work with several talented and impactful IAC Chairs and a highly capable and professional ACT-IAC executive director and staff. I worked to continue to evolve the Community of Interest concept to provide a more streamlined and easy-to-understand structure for new entrants, and on growing the population of member companies. With the recent addition of Dave Wennergren as the new ACT-IAC CEO, we have an opportunity to expand and accelerate the advancements we’ve already made. Like any organization, ACT-IAC must evolve continuously to remain current, relevant, and valued. Some needed evolutionary changes include:

  • Continue broadening and deepening our membership by extending our outreach beyond our “traditional” community, being consciously inclusive and financially aware of our members’ varying motivations. Expanding our concept of membership, to include technology industries in a broader sense than just those IT-focused (medical technology, sharing economy, autonomous vehicles, IoT devices, biometrics, sensors, e.g.) and other levels of government (state, county, municipal) in the membership can improve the vibrancy and sustainability of ACT-IAC and enrich the participant experience through greater diversity of perspectives and ideas. That includes reaching across generations, via NexUS and other means, to build a pipeline of future participation and leadership.
  • Expanding the geographic reach of ACT-IAC beyond the beltway, to reach a wider population of participants in activities, virtually if not physically, by lowering the barriers to engagement.
  • Continuing to refresh our concepts of conferences and events, in number, format, and scheduling, as well as the fee structure. ImagineNation 2018 represented a major transformational year, but that must be a waypoint rather than an endpoint.
  • Continuing to add mission/functional portfolios to the structure, to accommodate program managers and industry partners with a more logical and intuitive entry point to the organization. Healthcare has been an initial area of emphasis, but public safety/homeland security (and others) deserve more focus.

If selected, I commit to working on the above opportunities for continued progress and evolution, and most important, increasing value to participants and our audiences. ACT-IAC plays a critical role and we owe ourselves, the community, and government the focus and attention it needs to remain vital, relevant, and dynamic.

Kavita Kalatur, President, NetImpact Strategies


Kavita Kalatur is the founder of NetImpact Strategies Inc. (NetImpact) which specializes in IT Modernization and Transformation. Kavita led growth from $250K in revenue in 2009 to $36M+ in 2018 by aligning strategy to address clients’ current and emerging requirements. NetImpact is a five-time honoree of the Inc. 5000 and “Companies as Responsible Employers”) awards. Before founding NetImpact, Kavita was the Consulting Practice Director at Oracle and a leader at Primavera and Deloitte.

Ms. Kalatur is an active member of the industry. At ACT-IAC, she chaired the Management of Change Conference and the Small Business Forum; spearheaded the Volunteer Recognition program; managed several sub-committees; and supported Government Outreach. At AFCEA (Bethesda), she helped rebrand and execute the Innovate IT award program. Kavita chairs the Government Outreach Committee for the fundraiser gala benefitting the Children’s Inn at the National Institutes of Health. She organizes Happy Hours to build community among the government and contractors supporting the DHA and NIH missions which raise money for related causes. A strong believer in “pay it forward”, she serves as a mentor for entrepreneurs embarking on their journey. 

Her leadership, innovation and initiative were recognized by the 2013 ACT-IAC Industry Contributor of the Year award.  Kavita has also been recognized as a “FedHealthIT 100” winner in 2017, 2018, and 2019 where winners are nominated and chosen by their peers for their willingness to challenge conventional wisdom, go above and beyond, drive innovation, and give back to the Federal Health IT and Consulting community.


ACT-IAC holds a special place in my entrepreneurial journey. This is the first professional organization I joined after founding NetImpact Strategies (NetImpact). At my first ACT-IAC event, the 2009 Executive Leadership Conference, I was inspired to take an active role. Over the last decade, I have led several committees and programs, and built both professional partnerships and personal friendships here. Now, with your support, as a Vice Chair at Large, I am eager to help shape ACT-IAC’s future as the premier collaborative forum to solve problems and embrace opportunities for more effective and efficient government. A successful IAC Executive Committee (EC) representative needs the ability to effectively represent all the members of the organization, drive outcomes, and embrace new opportunities.  

Diversity of Perspectives: Over the last 20 years, I worked in various capacities at Deloitte, Primavera, and Oracle and founded NetImpact in 2009. Through these roles, I have worked across 15+ agencies and several Fortune 500 companies. I have stood in the shoes of large and small businesses across a range of industries, and learned the nuances of various Federal Civilian and DoD missions, which will enable me to support ACT-IAC initiatives to build more comprehensive and relevant programs that provide value to all members.

Proven Leadership: As an active leader of community initiatives I have led several programs across ACT-IAC, AFCEA, and in the Federal Health IT community. I have chaired ACT-IAC’s Management of Change Conference and the Small Business Forum; spearheaded the Volunteer Recognition program; managed several sub-committees; and supported Government Outreach. At AFCEA (Bethesda), I helped rebrand and execute the Innovate IT award program. As a thought-leader I have contributed to the ACT-IAC Quadrennial Reviews, FITARA IT Management Maturity Model, and several white papers. As a successful business leader I have driven NetImpact’s revenue from $250K in in 2009 to $36M+ in 2018 by adapting our strategy to current and emerging client requirements. NetImpact is a five-time honoree of the Inc. 5000 (2014-2018) and “Companies as Responsible Employers” (2014-2018) awards.

I will draw on these experiences to cross-pollinate ideas and best practices across the organization to stay agile and responsive to the membership.

Willingness to Challenge Conventional Wisdom: I constantly seek to help our community find new ways to address our government customers’ continually evolving mission requirements. I have taken the initiative to organize a broad range of forums in which our membership has engaged outside of the daily mission support we provide the government. This includes events at which government and contractors supporting the DHA and NIH missions which have raised over $40,000 for Veteran related causes.

I will serve as the voice of small business on the EC to augment the value of the ACT-IAC membership for our Small Business community. By creating forums that enable small businesses to engage meaningfully with Government, building trusted partnerships with other member companies, and soliciting peer-support, ACT-IAC will be an essential and vital resource for every entrepreneur’s journey.

Stephanie Mango, Senior Vice President, CGI Federal


Ms. Mango leads the Security, Administrative, Judicial and Enforcement Programs unit at CGI Federal, a wholly-owned U.S. subsidiary of CGI Group Inc.  As senior vice president, Ms. Mango leads the development and execution of the business and solutions strategy for a diverse client portfolio, including the Departments of Homeland Security, Justice, Veterans Affairs, Health and Human Services, the Intelligence Community, and the Legislative and Judicial Branches.

Since 1995, Ms. Mango works with federal organizations in the civilian, defense and intelligence communities to support missions and improve operations through business and information technology solutions.  Ms. Mango has served in leadership positions across the government markets in profit and loss operations, business development, IT program execution, and strategic planning.  

Ms. Mango is an active participant and thought leader through participation and leadership in a number of organizations including the American Council for Technology-Industry Advisory Council, the Partnership for Public Service Shared Services Roundtable, the Association of Government Accountants, and the Shared Service Leadership Council. 

She received a Federal 100 award in 2016 and a Pinnacle Award for National Security Executive of the Year in 2018.  She currently serves on a number of non-profit boards including the Shared Services Leadership Coalition, Imagination Learning Center, and PWC Mothers of Multiples.


As I enter into my 25th year of working with the federal government, I find myself energized at the opportunities we have to improve on delivery of citizen services and defense of our nation’s assets.  Throughout my career, I have enjoyed the opportunity to work across different government organizations, disciplines, and technologies resulting in a well-rounded set of experiences.  I joined ACT-IAC in 2011 and am an active participant.  This organization, unlike others, provides opportunities for people across public service, including federal employees and companies small and large, to conduct candid conversations about how technology can be applied to achieve our objectives. 

At CGI, I lead the strategy development and execution for the agencies supporting varied missions including Homeland Security, Justice, Veterans Affairs, Health and Human Services, the Intelligence Community, and the Legislative and Judicial branches.  Working across all three branches of the government, as well as, across National Security and Health organizations provides a broad perspective of organizational strengths and needs and where ACT-IAC can contribute to furthering the missions of healthcare, homeland security, and public safety which I will leverage to further ACT-IAC’s thought leadership position. 

I apply this broad perspective to delivering solutions across areas of information technology including transformational shared services, mission support functions, cyber security, and citizen engagement.  I am active in the shared services and mission support communities collaborating with policy makers, developing partnerships with other companies, leading in industry organizations, and speaking at conferences and events. 

In service to ACT-IAC I have delivered productive Community of Interest leadership with the completion of numerous impactful projects including Streamlining Grants, Improving the Veteran Experience through Strategic Resource Planning and Management, and Implementing Effective Policies in a Shared Service Implementation.  I have also led the planning and execution of ACT-IAC events including the joint ACT-IAC, AGA, and SSLC annual Shared Services Conference since 2016, typically attracting over 400 attendees.

I participate in other industry and community boards and committees and understand the importance of the IAC Executive Committee’s role to develop our membership and achieve our mission effectively as a non-profit.  I am excited by the opportunity to collaborate with my small and large business partners and further the ACT-IAC contributions in support of our government’s mission.  

Jeff Mohan, Senior Manager, Noblis


Jeff provides acquisition, operations, and technical support for large Federal agencies as part of Noblis, a vendor-neutral non-profit science, technology, and strategy firm.  He is currently leading a team supporting telecommunications and IT services acquisitions for the FAA.

Prior to Noblis, he was the Executive Director of GSA Programs at AT&T.  In this role he was the Program Executive for AT&T’s $600M/year Networx program and was also responsible for teams supporting AT&T’s Connections II, Alliant, and FCSA Satellite contracts.  Prior to this position, he was the Executive Director of AT&T’s Civilian Agency Program Management Organization and was Program Director for AT&T’s HITS contract, providing secure telecommunications to DoD and related organizations in Hawaii.  In his 38-year career in the IT and telecommunications industry, he has held executive and technical positions at Global One, Sprint International, DHL, and Telenet.

Jeff’s involvement with ACT/IAC spans more than 15 years.  He currently serves as the Industry Chair of the Network Modernization Working Group and is the former Industry Chair of the Telecommunications and Networks Community of Interest.  He has been the leader of several industry-government collaborative efforts and has organized, moderated, and participated in a number of panels at MOC, ELC and other ACT/IAC functions.

Jeff holds a MSTM from American University and a BA in Economics and Business Management from North Carolina State University.  He is a Project Management Professional (PMP) and a 2015 FCW FED100 awardee for his leadership work at ACT-IAC.


My name is Jeff Mohan and I’m honored to be nominated as a candidate for Vice Chair at Large on your IAC Executive Committee.  I’ve been in the technology industry for more than 35 years in a variety of program, technical, operations, and senior management positions.  I’ve worked in large companies, small companies, and startups, and I’ve also had the privilege of serving as a senior technical and acquisition advisor to Federal agencies – I’ve been on both sides of the table.  My experience is broad and deep.

I’ve been active in ACT/IAC for 16 years. I’m currently the industry chair of the Network Modernization Working Group and I served as Industry Chair for the Network and Telecom COI.  I’ve developed track sessions for ELC and MOC, and participated in these conferences as a moderator, presenter, and SME.  I’ve supported many ACT/IAC forums – most recently organizing and moderating a track session at the May 6th Network Modernization Forum.  I’ve been the industry leader of several government-industry working groups; I was honored to receive a 2015 FCW FED100 award for my leadership, content contributions, and editing of NS2020 Transition Excellence: 12 Suggestions to Improve Velocity, Efficiency & Transparency, a government-industry collaborative effort to prepare for the Enterprise Infrastructure Solutions contract migration.

I have experience in another large non-profit association, serving as Chief Driving Instructor for the National Capital Chapter of the BMW Car Club of America - the largest BMW CCA chapter in the country with more than 4,500 members.  My responsibilities include planning and managing large-scale events and providing leadership, fiscal management, and oversight.  I will bring these skills to bear as a member of the IAC EC, ensuring that our events not only meet the needs of our members but are thoughtfully planned and operated with fiscal discipline.

This is a time of opportunity for ACT/IAC.  We have the excitement of new leadership. We have incredible innovation in our industry but must recognize the risks that accompany it.  We need to increase government and industry participation in the COIs – where our collaboration can have the most impact.  We need to create more joint projects across multiple COIs.  We need to increase our mentoring and professional development efforts for our early-career members - the future ACT/IAC Fellows.  But we cannot ignore the tremendous experience and knowledge from our more experienced members.  We need to focus our efforts on cost-effective events – making sure they provide the best value for our member companies.  These will be my major initiatives.

I’ll bring a diverse skill set to the Executive Committee:  my understanding of the challenges facing the Federal government, my technical, acquisition, financial, and managerial skills, and my success in collaborative work across ACT/IAC with agencies and small and large companies will allow me to contribute even more as a member of the EC.  I would be privileged to receive your vote for Vice Chair at Large.  You have my promise to do my best to always represent you well.

Darryl Peek II, Senior Manager, Salesforce


Mr. Peek is a dynamic executive at Salesforce Public Sector responsible for strategy and business development targeting new and emerging areas across the federal civilian space. In addition, Mr. Peek is a Social Ambassador and respected authority in the government environment. Mr. Peek previously was the Director of Digital Innovation and Solutions within the Department of Homeland Security’s Office of the Chief Technology Officer. He is a proven technology executive leader with over 15 years of experience in establishing a strategy, business management and operational execution of complex IT services and solutions in the areas of national security, foreign affairs, intelligence, cybersecurity, acquisitions, and digital transformation. He builds high-performing teams through decisive decision making using sound business processes and portfolio management through data-driven decision making by leveraging experience in public and private sector organizations. 

Mr. Peek has a Computer Engineering BS from the University of Pittsburgh and a Systems Engineering Masters from Penn State University. He is a graduate of the ACT/IAC Voyagers program and an active participant in GITEC, ACT/IAC, and AFCEA organizations.


I welcome the opportunity serve on the ACT IAC Board and work with a dedicated group of professionals who share in the mission to facilitate the strategic use of technology to improve the mission of government. Our organization is comprised of amazing professionals from industry and government who value collaboration and partnership. It is in the best interest of the organization to have board representation that best matches the collective membership of all involved. With my government and industry experience, as well as, an ACT IAC fellow, I believe I am a candidate that can bring new ideas from a unique perspective. I will encourage and support the ACT IAC board in moving our amazing programs forward, such as, the events, communities of interest and professional development programs to keep pace with the rapidly changing technology landscape. In addition, I desire to ensure our government and industry partners maximize the value of the organization through exceptional programming, consistent communication, and evangelism of the value proposition. I believe my strategic experience has taught me to be a critical thinker, open-minded, and results-driven. I am very excited about the future of the organization given the new CEO and look forward to the opportunity to be a valuable member of the ACT IAC board and a dedicated representative of the council’s membership. Once again, it is an honor to be considered among a very impressive slate of candidates to represent the interests of the organization.

Cheryl Waldrup, Vice President for Federal Capture, General Dynamics Information Technology

Cheryl Waldrup has 25 years of experience in federal government contracting, gathering customer requirements and aligning products and services to meet those requirements. She joined GDIT in 2018 and leads the federal civilian capture team.  Currently specializing in marketing, business development and capture, early in her career Cheryl served in billable positions enabling a variety of missions including the Navy’s Submarine On-board Training (SOBT) program, OPM’s Training Management Assistance (TMA) program and the Immigration and Naturalization Services Information Technology Partnership (INS-ITP). 

An accomplished writer and speaker who has published more than 200 articles in national and regional publications, Cheryl leverages the written and spoken word to articulate the value of technology offerings to federal agencies. She is a graduate of the 2012 Partners program at ACT-IAC and was chosen as the ACT-IAC Industry Fellow of the Year, for her role as chair of the marketing and social media committee for ImagineNation – ELC 2018, held in Philadelphia with more than 1,000 participants. 

Cheryl was recognized by the Wall Street Journal and Capella University as the Business Leader of 2017 and had the honor of ringing the closing bell on the NASDAQ in October 2017.   She is a Governance Fellow with the National Association of Corporate Directors (NACD) and is a graduate of the 2014 Leadership Foundry Program, a program which prepares more women to serve on corporate boards.  Cheryl served during 2013-2015 on the EMC Americans Marketing Advisory Council (MAC) and was a 2013 panelist in VMWare’s Women of Purpose Program. 


Let’s face it – the job we do as government contractors is challenging.  An ever-changing competitive landscape, new technologies that require specialized expertise, procurement schedules and budgets that are affected by government shutdowns or other political developments are just a few of the factors that require companies like yours and mine to be agile and increasingly responsive to customer needs.  As the Vice President of Federal Capture at General Dynamics Information Technology (GDIT), I deal with these challenges every day. 

Like many of you, I actively support the mission of ACT-IAC to enable increased collaboration between the U.S. government and the contractors who support federal missions.  Our association has a rich and proud heritage of service to the federal government that spans 40 years and now that history continues with a new era that has started with the announcement of Dave Wennergren as our new CEO.  We are fortunate to have this outstanding public servant as our new leader and I am confident that he will do an amazing job of taking the association into a new decade of growth and success.

I want to play an active role in that growth.  That’s why I am seeking your support for a seat on the ACT-IAC Executive Committee (EC).  The ACT-IAC Executive Committee is a governance board and that’s one of the reasons I would like to serve.  As a current Governance Fellow with the National Association of Corporate Directors (NACD), I have significant training and qualifications to serve on the EC.  Additionally, I’m a graduate of the Leadership Foundry, a joint professional development effort between the NACD and Women in Technology, which trains women to serve on corporate and non-profit boards.  I’ve put extensive energy into learning how to effectively serve.

More importantly, I’ve been active in ACT-IAC for more than a decade.  I’m a graduate of the 2012 Partners class and was named Industry Fellow of the Year in 2018.  I served as the first Chair of the ACT-IAC Marketing Committee in 2016-17 and as the marketing and social media chair for ImagineNation – ELC 2018.  I care about this organization and I’d like the opportunity to serve in additional roles in the future.  Please consider supporting me with your vote.  Win or lose – I sincerely appreciate your time and consideration.

Tim Young, Principal, Deloitte Consulting


Tim Young is a Principal with Deloitte Consulting and leads Deloitte’s Transportation Practice. He serves as a current Vice Chair at Large on the IAC Executive Committee, where he currently serves as co-lead of the Enhancing Government Engaging Initiative and formerly co-led the IAC Communities of Interest (COI). Tim also serves as an appointed board member on American University’s Kogod School of Business IT Executive Council (ITEC).

Prior to joining Deloitte Consulting in 2009, Tim was a presidentially-appointed senior executive in the White House Office of Management and Budget (OMB) where he served as Deputy Federal CIO. Before joining OMB in 2003, Tim served in commercial and government consulting positions with KPMG Consulting, BearingPoint, and The EOP Group. In addition to his consulting experience, he worked for the U.S. House of Representatives and The Heritage Foundation.

A three-time FCW Fed 100 award winner, and two-time Fed 100 award judge, Tim has authored numerous articles on IT strategy. He is also a frequent speaker at industry conferences, on radio, and TV regarding government reform and technology-enabled transformation.

He received his bachelor’s in Political Science from Georgia Southern University, an MBA from American University, and executive education certificates in shared services and IT governance from Harvard University’s John F. Kennedy School of Government, Leadership for a Networked World Program. A Marietta, Georgia native, Tim now calls North Cleveland Park DC home with wife Michele, daughter Reagan, son Liam, and 4-legged rescue dogs Izzy-Bella and Harrison (aka “Prince Harry”).

It is with great passion that I submit this candidate statement in response to being nominated by the IAC Nominating Committee for Vice Chair at Large on the IAC Executive Committee. The opportunity to support ACT-IAC’s mission of advancing government through this role would be a distinct honor, as the government has had a profoundly positive influence not only on my career, but on my life.

Growing up in rural Georgia, the government provided my parents a program offering affordable housing at a time when it mattered most. Our government gave me access to financial aid for college and graduate school, and it started my career in Washington, D.C. with a congressional internship. The government also provided me an invaluable career-enhancing opportunity to serve the White House as the Office of Management and Budget Deputy Administrator for E-Government and IT. Today, it provides me the platform to help improve government through emerging digital technologies as the practice lead for Deloitte Digital. I have been blessed beyond merit.

My life experiences have provided me a unique perspective on the roles and needs of government. Given the recent election, I believe the government is at a critical juncture. Compounded with the transition of executives in and out of government and the convergence of digital, cloud, cyber, and ubiquitous data, we are forced to revisit the government’s overarching role. To meet the needs of our increasingly dynamic industry, government alone cannot transform itself. Industry alone cannot help either. It requires an authentic and credible public-private partnership.

Given the opportunity to serve on the IAC Executive Committee, I would rely on my passion for public service, insider-informed insights on how to get things done in government at scale “with” industry (vs. “to” industry), my experience pioneering digital into the Federal space, and my valued set of friendships and relationships across both industry and government to achieve the following four objectives:

  1. Diversify thinking of the IAC Executive Committee by supplementing committee member’s private-sector experience with former government executive experience
  2. Broaden appeal of ACT-IAC to younger generations of private sector and government IT practitioners by focusing events and content on areas of relevance to their interests (e.g. AR/VR, Digital, AI, etc.)
  3. Make IAC more relevant to incoming and career government IT executives through transition advice, executive coaching, and content of relevance
  4. Drive more strategic advocacy with congressional stakeholders for government reform agenda priorities (e.g. Modernizing Government Technology Act)

As a frequent past speaker at ACT-IAC conferences, co-chair of ACT-IAC Institute for Innovation’s “Transforming the Way Government Builds Solutions” study, participant and sponsor to dozens of other ACT-IAC events, I’m passionate about ACT-IAC’s mission. Coupled with my personal and professional government experience, as well as a past participant/recipient of related advisory boards to include FedScoop, Gartner, Forrester, and PSC, I would be humbled and honored for the opportunity to support ACT-IAC in building a stronger and more resilient government through collaboration, education, and, most importantly, action and results.
